Jinan Municipal Water-saving Planning Office was established in 1973 and its predecessor was Jinan Water-saving Planning Office. In 2001, the name became Jinan Municipal Water-saving Planning Office in accordance with No.94 ( 2001)document of Jinan Municipal Organization Committee. And it is also Jinan Urban Water Supply Management Office.

    We have 29 staff members including 8 people with undergraduate education credentials and 15 people with college education. We are divided into 6 function sections, and they are: Comprehensive Section, Water-saving Section, Water Supply Administration Section, Technology Section, Finance Section and Technological Consultation Center.

   Main functions:
   1. Propagate and carry out "Water-saving Management Method for Jinan City", "Temporary Regulations for Intermediate Water Facility Construction Management in Jinan City" and "Management Regulations for the Second Water Supply in Jinan City". Work hard according to the duty and obligation given by the law.
2. Make trade comprehensive water consumption quota, notify the water consumption plan to the unit and check the water consumption according to national economic plan and social development plan in Jinan.

3. Responsible for the collection of extra water rate.
4. Responsible for the management of second water supply.
5. Responsible for finding out errors or criminal facts and giving punishment accordingly as for public water supply facility and the user of city water supply devices, peccancy water consumption by the construction site and water waste.
6. Responsible for making and carrying out middle-term and long-term planning on urban water-saving; organize checking on water-saving and water balance testing for the water consumption units.
7. Responsible for the check and project acceptance work of design plan for intermediate water equipment.
8. Responsible for popularizing new technology on water-saving, new process and new equipment, new devices and other water-saving scientific and technical results.
9. Responsible for the business training in water-saving propagation and water-saving technology.
10. Responsible for launching the program of creating water-saving city water-savings enterprise( unit); further raising people's awareness and improving the comprehensive capability and integral level for urban water-saving.

    In the past several years, under the leadership of municipal Party committee and municipal government, the water conservation of our city has made great achievements. Compared with the situation 20 years ago, the water consumption for industrial output value of 10,000 RMB has dropped from 411 cubic meters to 32 cubic meters in the the whole city. The repeat utilization ratio of the industrial water (except power industry) has risen to 81% from 20%. Jinan Municipal Water-saving Planning Office obtained the title of national water-saving advanced unit in 1995. Jinan was appointed as "national advanced city in water-saving" for two years in succession by the Ministry of Construction. In 2002, Jinan was appointed as "water-saving city of Shandong".

    The planned water-saving work in our city has made great contributions to relieving the imbalance between supply and demand of the urban water and preserving the natural springs in Jinan City with the support from the governments at all levels and the joint efforts of people from all walks of life based on the advanced management means and powerful laws and regulations.
